A conservation area designation means the council pays particular attention to design quality, materials and how a proposal affects the character of the area. It usually reduces or removes permitted development rights, so a full planning application is more likely.
The exact boundary and any additional controls (such as an Article 4 direction) must be confirmed with Wirral Council for your specific address.
A successful conservation-area extension respects the proportions, materials and detailing of the original home and its surroundings. That doesn't mean it can't be contemporary — but it has to be considered.
