An LDC is a decision from your local planning authority confirming that a proposed (or existing) development is lawful. For most homeowners that means confirming the works are permitted development and therefore don't need planning permission.
It's a legal document, not an opinion — which is exactly why it's valuable.
The biggest reasons are certainty and resale. If you rely on permitted development and build without confirmation, a future buyer's solicitor may ask how you know it was lawful. An LDC answers that cleanly.
It also protects you if an interpretation is ever challenged — for example if a neighbour queries the works.
Planning permission grants the right to build something that needs consent. An LDC confirms your works don't need consent in the first place. They're opposite ends of the same question.
